Rassilon
Rassilon was one of the founders of Time Lord civilization and been regarded as the single greatest figure of Gallifreyan history. Most people considered him the first Time Lord.
Rassilon was an engineer and architect but was mostly known by his people as a hero. He ended the Dark Time and the matriarchal society of the Pythia. In retaliation, the Pythia cursed the Gallifreyans and made them sterile.
The Great Vampire War
Rassilon despised the vampires and sought to purge them from existence. Once the Great Vampires escaped from another existence, Rassilon led the campaign to fight them using bowships. This was successful but the King was not found. Rassilon decreed that if any Time Lord ever came across the King Vampire, they should kill him without hesitation. Rumour had it that Rassilon actually was infected and became a vampire himself.
Time Lord Civilization
After he and Omega created the supernova (and Omega was pulled into the black hole), Rassilon brought the Eye of Harmony, the singularity from a black hole, to Gallifrey and placed it under the Panopticon. Rassilon then created the TARDISes, the transduction barrier that protected Gallifrey, the looms that birthed new Time Lords, the material validium and the De-mat Gun.
During the time of Rassilon, many of the Time Lord traditions came about including the principles of non-intervention. The Time Lords themselves were created by Rassilon as well, including their ability to time travel and regenerate. The Valeyard once claimed that Rassilon implemented a flaw in the regeneration process which limited the Time Lords to twelve regenerations (or thirteen bodies).
Death and Revival
There are many rumours that surround Rassilon’s death. He was supposedly placed in the Tower of Rassilon in the Death Zone and it was believed that he discovered a form of true immortality.
Before he died, Rassilon copied his mind into the Matrix. From the Matrix, Rassilon along with other High Evolutionaries were able to intervene in the universe and he was able to manipulate the Doctor.
The Last Great Time War
In the early days of the War, Rassilon was resurrected from the Dark Tower to lead the Time Lords. He experimented on dozens of Time Lords and created a Possibility Engine to help them win the war. He also sent the War Doctor out to find the Master who hadn’t returned to Gallifrey.
Sometime during the War, Rassilon had a plan to use the Tear of Isha to destroy the Daleks completely. The Doctor stole the Tear and used the Possibility Engine to destry the Daleks. This made the Doctor the enemy of the Time Lords.
At the end of the War, Rassilon intended to turn the Time Lords into beings of pure consciousness at the cost of the rest of creation. The Doctor once again thwarted his plans.
