A Brief Summary of Gallifrey, Gallifreyans/Time Lords, & the Time Lord Academy
Gallifrey:
Gallifrey, also known as The Shining World of the Seven Systems”, is located in a binary star system that holds 5 other planets as well and is within the Constellation of Kasterborous. Gallifrey has two moons and a few rings around it. Some of its more well-known geographic spots are only a few mountains (Mountains: Mount Lung, Mount Cadon, The Never Ending Mountains of Solace and Solitude, and Mount Perdition) and water areas (Waters: Lake Abydos, Lethe River, and Cadonflood River).
Gallifrey does have cities and towns throughout the planet; however, there are others which are more well-known then others. Their capital city, where most Time Lords lived was also the largest city on Gallifrey. The Capitol is also been referred to or also called “The Citadel” and just “Gallifrey”. Arcadia and Olyesti are two other well-known cities on Gallifrey.
When the natives of Gallifrey got in a Time War with the alien species known as the Daleks, all 13 forms of regenerations of the Doctor Time locked Gallifrey into what has been called a “Time Bubble” (A pocket universe on this universe frozen in a moment of time), to save all of time and space from this brutal war.
The location of this time bubble, Gallifrey and its people are unknown to this day.
Gallifreyans:
The people that live on Gallifrey are named rightfully so “Gallifreyans”. Respectfully, there are two types of classes of Gallifreyans; Gallifreyans and Time Lords/Ladies. Gallifreyans are those who live out their lives normally and never attend The Time Lord Academy. Those who pass and graduate Time Lord Academy are given a Tardis and a 12 count Regeneration cycle. With the 12 count regeneration cycle, a Time Lord / Lady, will receive a total of 13 bodies/lives. After that, they die.
Gallifreyans and Time Lords / Ladies, unlike humans, have two hearts, and if a Time Lord is badly or mortally wounded, they will regenerate which will heal their damaged bodies but at the same time will also change the appearance on the outside of their body, which can include but not limited to the color of their hair and eyes, their height and weight, and internal organs.

Time Lords and The Academy:
The Time Academy:
The Time Lord Academy is who Gallifreyans who are not in the Gallifreyan military or just normal Gallifreyans. Candidates who try to enter The Academy do so at the age of 8. Part of becoming a student of The Academy, the want-to-be students have to look into a portal that held some of the Time Vortex in it. This portal is named “Untempered Schism”. If it did not drive you crazy, you were allowed in as a student. After getting in, all students then must state and take a vow. Studies there could take centuries to learn based on the student and to finally pass the schooling and to become a Time Lord, you had to score 51% on all testing. After Passing and receiving the title of Time Lord / Lady, one would receive a Tardis and a 12 count regeneration cycle.
Time Lords:
Time Lords / Ladies were the rules of Gallifrey and mostly lived in the capitol of Gallifrey. While ruling in the Citadel, the Time Lords were also given two other names as well, but all names meant the same. The three names are: Time Lords, The Lords of Time, and the rarely used and known name, Chronarchs. Some saw their rule as oligarchic.
As Time Lords and Ladies are concerned, you were not considered an adult or no longer young, until after you turned the age of 200. It was even once stated that a Time Lord / Lady could live 10,000 years before regenerating into his/her first regenerated body. It is on record that the Time Lords Empire is one of the oldest “powers to be” in the universe and they reigned unchallenged for almost 10 million years.
Within the Time Lord Government was the High Council. Within the High Council was another council that only consisted of three high ranking officials. The three highest ranks within the High Council were: 1. Lord/Lady President, 2.Lord/Lady Chancellor, and 3. Lord/Lady Castellan. The High Council consisted of the Lord/Lady Cardinals.

The Chancellor was the highest rank there was except second to the President. The Chancellor dealt with all government issues (day-to-day stuff, internal issues).
