Borusa
Borusa was a notable figure in the history of the Time Lords. He was very important in the life of the Doctor and held various ranks among his people, from Chancellor all the way to Lord President. He also became a very tragic figure.
Early Life
Borusa was a tutor to the First Doctor , the Master, and the rest of the Deca at the Time Lord Academy. He taught many subjects, among them mind shielding.
Involvement with the Master
When the Lord President of Gallifrey was assassinated and blame put on the Doctor, Borusa was Lord Cardinal on the High Council. At the end of that adventure, Borusa doctored the truth of the events to make Chancellor Goth a hero instead of the Master’s ally.
The Sontaran Invasion
After the incident with the Master, Borusa officially became the Lord Chancellor although rumour is it was acquired illegally. When the Doctor returned to Gallifrey to take up his role as Lord President, he confided in Borusa his true reasons for returning. Borusa assisted the Doctor in defeating the Sontarans and Vardans and resumed taking care of Gallifrey upon the Doctor’s departure.
Lord President Borusa
Sometime before Omega returned, Borusa was officially sworn in as Lord President and he regenerated again. Councillor Hedin attempted to frame Borusa but was proven innocent.
Mad Borusa
Sometime after the incident with Omega, Borusa regenerated again. He used his powers as president to investigate the legacy of Rassilon during the Dark Time. He gained access to the Tomb of Rassilon and searched for the secret to immortality, attempting to become “President Eternal”. He reactivated the Time Scoop and revived the forbidden war games. Summoning all the previous incarnations of the Doctor, he tricked them into deactivating the forcefield surrounding the tomb. He achieved his goal of immortality but discovered that it was a trap and was forced to live his immortal life trapped within Rassilon’s sarcophagus.
Revival
The Eighth Doctor persuaded Rassilon to free Borusa from his immortality in the hopes Borusa would help reform the corrupt High Council. In the process of being revived, Borusa was regressed to an earlier, more stable incarnation but returned to Rassilon after his job was done. He then was released again when a group of Time Lords seeking vengeance on the Doctor attempted to use a weapon against Rassilon. Borusa, instead of helping the renegades, joined forces with Rassilon, Romana II and the Seventh Doctor to defeat them. He then passed on for good.
The Time War
Somehow, Borusa was alive during the Time War and Rassilon retro-evolved Borusa, turning him into a possibility engine. He was wired up to the Time Vortex and constantly regenerated through his different incarnations. He was used by Rassilon to predict the most suitable timeline for Time Lord victory throughout the War. The Doctor later stole Borusa from Rassilon who then helped the Doctor to erase all presence of the Daleks from one portion of the universe, the Tantalus Eye. Bourse was killed in the process.
